Veterans Affairs Voluntary Service (V.A.V.S.) Brief Summary of the Program The Department of Veterans Affairs Voluntary Service (V.A.V.S.) by VA Circular No. 117, May 17, 1947 established the National Advisory Committee (NAC) and it became a federally chartered advisory committee on February 5, 1975. The committee (NAC) advises the Under Secretary for Health on matters pertaining to the participation of volunteers in VA medical facilities, assists with the recruitment and orientation of volunteers and informs participating organizations of volunteer needs and accomplishments. The committee is an advisory group with responsibilities to promote and improve voluntary services for veterans that utilize VA facilities. There are two categories of membership for the National Advisory Committee. Service Member organizations that provide volunteer participation through local V.A.V.S. committees at a minimum of 30 VA facilities. This category has voting rights within the National Advisory Committee. Donor Member organizations that donate significant funds or materials that benefit veterans at a minimum of 30 VA facilities. This category does not have voting rights. Service Member organizations that now have ongoing programs at 30 or more VA facilities include: The VFW, American Legion, AMVETS, Elks, Moose, and Scottish Rite as well as other organizations. Legion of Honor members now volunteering for the above or similar organizations can also receive credit for Legion of Honor participation.
