It has been a long time with no updates. Today I finished removing the air pump. I made my own ACV block-off plate out of aluminum sheet from Home Depot. It is about 1/16 inch thick, which I think is a little thin. It resonates pretty loudly to the flow of air in the intake. I'm not going to make a new one for now as a header is planned in the future. I also put a second belt around the main pulley and the water pump. I measured and got the closest I could find, which was a standard Gates brand belt. If I remember I'll put the size up here. Unfortunately since I could get the exact size, (and with no adjustment a little big wouldn't work), I had to go 1/2 inch small. It is really tight, and I think it probably robs more horsepower than the air pump did, as the engine is harder to turn by hand now.
