Below is a list of the highest percentage HOF vote (from BBWAA, not in run-off) recipients that are not in the Baseball Hall of Fame through the 2003 vote. Players currently still on the ballot are in bold.

Given the paucity of non-BBWAA eligible voters who have received greater than 40% of the vote without being in the Hall of Fame, and the reasonably strong showing of Hodges, Oliva, and Santo in the 2003 Veterans Committee vote leading one to believe that they will eventually be elected, it seems that Rice, Sutter, Dawson, Sandberg, Gossage, Garvey, and Smith still have an excellent chance of becoming Hall of Famers.
