Filmography BACK COVER Moran shuffled the cards in front of him. He took out one card, face down, in front of him. The leader of the Worldwide League of Crime turned to his trusted lieutenant, his Ace of Swords, Deathblow. "This card," spoke Moran, "is the card of the man or woman I have chosen to test out our latest monetary scheme." Slowly, Moran turned the card over... Sharpes looked up fron reading the latest report of his agents, and their latest confrontation with the New Knights of the Round. He sighed, a gread number of resources had been expended and the net result was no gain of any monetary value. Sharpes looked at the agent who issued the report, "We need a miracle to recoup these losses in the short run." Just then, the red phone connected directly to the Magician rang... The largest criminal organization for profit has been operating for many years without very much information being provided, but now, files of incredible importance have surfaced, uncovering the organization's secrets. The files describe in detail the organization known as The Worldwide League of Crime, their activities, and their leaders. The World Crime Sourcebook contains: - Descriptions of dozens of characters, both superpowered and normal, which form the nucleus of the Worldwide League of Crime - Relations between the Worldwide League and other major organizations, including Viper and Coil - A comprehensive listing of how the Worldwide League operates - Descriptions of the various international crimes the League commits {Back cover picture - A hand holding various Tarot cards, but the pictures on the card matching those of Deathblow, Sharpes, and Snake} Proposal Letter TO: Bruce Harlick, Line Editor for Hero Games FROM: David West David Larsen SUBJECT: World Crime Sourcebook proposal DATE: October 14, 1993 It has come to our attention that Hero Games is considering the elimination of a number of agencies from the Champions universe. However, due to the publication of Champions Presents 2, and specifically the Coil section within, one organization needs to be written up fully. That organization is the Worldwide League of Crime. This proposal is to create a book, similiar to that of the Viper Sourcebook, but for the Worldwide League of Crime. Cliff Christiansen has been given permission by the originator of the Worldwide League of Crime to rewrite the organization in any way he seems fit. We propose that the Worldwide League of Crime be different than all the other organizations so far published in the Champions universe. All previous fourth edition organizations have as their goal the complete domination of the world. The Worldwide League of Crime, however, will exist to strictly make a profit and not to take over the world. Viper now has a profit motive, but the basic goal of the organization is still world domination. The Worldwide League of Crime is also to be organized along the lines of the Tarot deck. This other card motiff will fit well with the Card Shark organization existing within the Dark Champions Universe. It has been mentioned to us that similarities between Dark Champions organizations and Champions universe organizations need to be created, for those gamemasters who wish to include both in their campaigns. To add to this, a section within the Worldwide League of Crime will be left open for gamemasters to create their own personal touch to the organization. This proposal may look very large, and we are aiming for a large sized sourcebook of approximately 200 pages in length. We will split the book into two if we overshoot this mark. The project will be completed on an IBM personal computer using Word Perfect for Windows, and will be available on diskette once completed. David Larsen's writing sample is included with this letter and outline. Cliff Christiansen and David West's writing samples have been included in other proposals. We do not have an artist of our own lined up, and will need one from Hero to help complete this project. [Address and Phone number removed] Sincerely, David West, coordinator Example Character - Central America's Jade Ocelot, High Priestess File: CA-10234-6 Subject Name: Vivian Trenton Code Name: Jade Ocelot Location: Central America Position: Head of Division 'High Priestess' SUBJECT'S BACKGROUND Dr. Vivian Trenton was a brilliant female archeologist whose specialty was in Ancient Central and South American civilizations, that was the problem. In a male dominated field, Dr. Trenton was having difficulty in getting funding, equipment and proper lab support for her exploration trips due to her gender. When her resources pointed out to a hidden city up in the Peruvian mountains, she became exasperated when funding for her trip was denied. So she turned to private research organizations for the funds she needed. We in the World Wide League of Crime had taken a keen interest in the potential profits to be made in the sales of artifacts and treasures that might be found at the site, so under a dummy corporation, we funded Dr. Vivian Trenton's trip and provide all the equipment needed for the excavation. Also all the documents needed from the local government for permission to carry out a dig in their country were provided by our organization to Dr. Trenton. Dr. Trenton's research turned out correct and soon the excavations began in ernest. Soon after the diggings began, she encountered troubles from both the locals and from colleagues. The institute, which she worked for, was seemingly trying to hamper her researches at the site. When artifacts she labeled and identified started coming up missing, Dr. Trenton set out to solve the thefts on her own. Unfortunately, she was caught in her spying by some agents of our organization. Instead of killing her, she was given an option. She would be allowed to continue her work and would be given financial compensation. Also, our organization would provide more information to carry out researches. Best of all, we granted her the freedom to do what she liked with her finished assignment papers without harassment from the archaeological community. She agreed and soon afterwards, Dr. Vivian Trenton joined the World Wide League of Crime, quickly rising through the ranks to where she is today. During one of her explorations at an Aztec temple, Dr. Trenton came upon a hidden alcove where several sealed jars were kept. Thinking this was a typical storage for gold and jade jewelry, she opened one of the jars up and quickly was enveloped in a sickly green gas. Stricken by a powerful hallucinogenic drug, she started having visions of Aztec rites and experiences. When Trenton came through, she began thinking that she was a reincarnated Aztec Priestess. She started referring to her self as the Jade Ocelot. The Jade Ocelot moved her base of operations to an ancient Aztec temple, overseeing the Central American operations for our organization. IDENTIFYING QUOTES Ah good...More sacrifices for the Sun god. Your hearts will beat strong in my hands at your death! TACTICS Jade Ocelot is not a combatant, she relies mainly on the hallucinogenic gases she discovered on one of her excavation digs against her opponents, one to cause intense fearful images, the other to make her enemies into slaves which she will then command to attack their fellow colleagues. With her influence, she can cause much difficulties with local or visiting SuperHeroes through governmental red tape, slowing their progress. If things are going against her, she will make her escape, and if cornered, she will slip into a death trance making her enemies believe that she has taken her own life and revives later after her enemies have left. DESCRIPTION Jade Ocelot is a very attractive woman, and dresses mostly in Aztec costumes with a feathered hood and cape as due to being an High Priestess. When she travels, she will dress conservatively or formally for parties or meetings. She has considerable influence over Central and South American Governments and with Central American Guerrillas as well as several Art collectors to whom she sells the artifacts she recovers to. She can be cold blooded when she needs to be, always to her enemies, but she prefers to act seductive and manipulative, playing persons against persons. Moran's Notes It was very lucky to find someone as talented as Dr. Trenton to become our liaison in the lucrative Central American division. Upon my reorganization of this organization, Dr. Trenton was the logical choice for becoming High Priestess. The incident with the chemical gasses, however, not only fit exactly into our plans, but also unhinged Dr. Trenton slightly. As such, she is somewhat of a loose cannon and needs to be watched closely. Our organization cannot have too many people disappearing under a sacrificial knife, either of our own agents or that of our myriad of enemies.
