Cybaline Cybaline was the one country which did not participate in the rebellion. The leaders of the land held onto their total neutrality, despite being pressured by both sides to join. The Cybaline military and politicians did not wish to lose lives for something inevitable. Emperor Tsuji Fokuyama rules Cybaline. However, his title is mainly for show. The real policy maker of Cybaline is the Shogun, Mochizuki Yoshimoto. Both individuals act through a bureaucratic system. Cybaline’s terrain is not very hospitable. Therefore, the country only makes some nationwide rules while letting communities have some freedom. The land has a central mountain range, surrounded by treacherous hills. The country is therefore divided into three plains. The other aspect of Cybaline’s land is the uniqueness of mana zones. In castles which have been placed by the ancient art of geomancy, the area is considered a ‘no-mana’ zone. In cities and towns, the area is considered ‘low-mana’ zone. Only in rural areas and the wilderness are areas considered to be normal mana, and only within temples and sacred sites is there any chance of a high mana zone. Thus, the area is resistent to attacks by bordering countries and barbarians, because the lower levels of mana cause unease to those not used to them. Humanity is the most dominate race on Cybaline. Races not found elsewhere can be found on Cybaline. These include the dwarf-like korobokuru (stats as Dwarf w/o Greed), and the oni (stats as Ogre). The regular races, other than humanity, can be found in much smaller numbers. The country boasts of five cities, despite the inhospitable terrain. The military is a strong point for the Cybaline people. The militia is rather well trained in the use of weaponry. However, the pride of Cybaline is its force of samurai warriors. Whereas other countries use knights, Cybaline uses the samurai. These fierce warriors are some of the finest individual warriors in the known world.
